It should be noted that Rukia was neither a Captain nor a Lieutenant at the time. She was an unseated officer, due to Byakuya's (mostly unsuccessful) attempt to protect her. Therefore, she would not have been required to wear a power limiter, so she would've been at 100% strength, rather than having all but 1/5 of her power sealed.

That never made sense to me. They're Rukia's power why should she get punished for doing what she wants with them...espeacially when it means living and defeating hollows, which is a shinigami's job.

Ah, Kurosaki, Mr. Evil Overlord enacted a specific type of Gambit with Miss Kuchiki; one which relied on her predictable Heroic behavior... and yours. His Evil Lordship added one Miss Kuchiki, emotionally primed into Death-Seeker-mode by her experience with Lieutenant Shiba, to a human-Shinigami hybrid whose reiatsu well would not only draw in the Hollows by the swarm, but also overwhelm a plain Shinigami's reconnaisance capabilities. Of course Miss Kuchiki would be caught off-guard! Off course she would sacrifice herself! And of course you, Kurosaki, would step in to save the day, by accepting Miss Kuchiki's power... and spiritually enriching Karakura in the process, because you already had powers of your own, and would not need hers beyond the activation process!
*chuckle* No, milord Ulquiorra, but it did make plenty of sense to have Miss Kuchiki consigned to execution to draw attention away from the vicinity of Karakura, didn't it? Much like the Hougyoku has been protecting and nurturing His Evilness toward his goal of Ouken-synthesis, so has His Evilness been safe-guarding that little human city once it met Ouken-production requirements. All roads point the same way. Exactly As Planned, wouldn't His Evil Lordship claim?
