I made this in Photoshop by modifying the existing Doctor Whooves gifs. If your OC doesn't match an existing template, it will be a bit harder.

I had CS3 from a long time ago in high school. I think they're giving out CS2 for free now. It's really outdated, but it will do if you don't want to bootleg it. Also, I think GIMP can do gifs too.
Quick tip: The front end of Photoshop acts like it can't import gifs, but if you go to "import video frames to layers" and type *.* in the file name field and hit enter, it will show you all the files, instead of just videos. Then you can select a gif.
