Nah. Some stories just have a hostile environment . But it's hard to write a story without a villain.
That said, this sounds like an interesting villain you've got here.

That's true! The villain can be the environment, fate, or the same protagonists. But for this one, I wanted a really mean meanie, a ridiculously bad villain, so I went for the classic route XDD

It's really great work, minus the trousers. There's something jarring about them. They seem to be trying to be loose and tight at the same time. Is that intentional?

Yeah! All those clothes are probably stolen, clearly made to suit other people, not him. They've been subjected to harsh treatment and weather, and mended a lot of times, so it's natural that they look odd.
