What does it mean by "excluded" does that mean that they are not allowed in the breed?

It's like in the Warmblood world. If a horse doesn't meet the quality criteria of the breed, it will not be accepted into official studbooks, as well as their offspring. So yes, they are not allowed in the breed.

ah okay. THere is variation in the color so an orange hue is possible, but the color underneath does not change.

I just wondered because you posted the question on the dilutions page. The foal still is born after the old rules, so you can have your Harlequine foal in this case. Though this foal has currently Partbred status so itself can only pass on the Harlequine factor if it is approved by the group.
