that part is photoshop. the main colors of the characters and the rail were done with marker.

for most pieces i colored with marker, i would scan it into photoshop at 600 dpi. after getting the resolution down to 300 dpi, i copy the image and paste into a new layer.

i turn off the visibility of the background layer, then create a new layer above the background layer (now hidden) and below the visible art layer (should be the top most layer).

i fill the new layer with a 50% gray. the with the top art layer, i take the magic wand tool and select the "white space" of the image i want to delete and then do so. since the gray layer is just below it helps me see the difference between the art and what i want to get rid of.

on the layer window, near the bottom, there's a fancy "f" which is the flash tool, mostly special effects. but i choose the outline option. i make the line 5px and change the color to white. everything that didn't get deleted with the magic wand shows up against the gray.

i spend a good amount of time deleting the stuff i don't want and clean up the straggly lines around my artwork. if you keep the art that you want the outline around on a separate layer and then add the outline at the end you'll get a similar effect to what you see here.

hopefully that helps.
