Yep, watercolor. I used photoshop a bit for white lining around her head or the number 5 on her shirt and such. 

Oh I don't even know how to describe the way I do it.. You just start with light tones and then add darker shadows, I guess, and don't be afraid to use different colors ) I hope it'll help
