Several things you could do to improve.
1) Shading on the face. In this example [link] notice where the shadows fall on her face. (under the cheek bone, in the corner of the eye, next to the nose, and under the chin.) Your reference photo has undergone some exposure effects so you can't see this very well.
2) Set your light source. The light shown on the hair is a different angle from the light on her face. If your light source is strong you may even see the shadows of her hair on the face etc...
3) Motion: Sher hair seems to be blown back but her bangs and few strands on the side sit still.

You should try adding more elements to the photo, maybe a whole landscape of fairies would tell you more than just a close up of one, if you get the idea.

I noticed the fantasy after a second look, but I didn't notice it a first. It's just not very prominent. I think maybe because it's a fairy, sparkling lights (like fireflies) and mushrooms and forests would help emphasize the fact. This looks really good though!

you're piece is lovely. I definitely thinks it gives the feelings of "fantasy", what with the fairy and dragon and everything. Also, the hair looks great, the effort you put into it is obvious.
I might recommend some sort of value gradient or difference to differentiate the foreground from the background. Maybe just making her flesh tones and features more brilliant and sharp would do the trick.

what i can see here is that you have understanding on the medium you re using. At first glance it looks catchy, on gazing at it i came to notice that the face is very well made, the hair choice of colours bothers me after some time, although the pencil strokes are excellent. The dragon seems out of place, as if its done to complete the space.

really well done, better than i could ever do. i think you should start selling your art, i have a relative who does that, im sure they would sell quite well. just don't start making commercial copies so you can sell more, quality over quantity!

The nice vibrant colors on the detailed hair and that beautifully drawn face, makes me really like this one and the interesting back story that goes with it.
