Well this is gonna shock most of you, and it is not talked about much in the 40k literature anymore.
But what you're witnessing is the process of arco-flagellation being carried out upon heretics.
It is a trial, the heretics were possibly sentenced only mere moments ago, and now they are undergoing arco-flagellation.
See that vat of smoldering chemicals? The codemned are submerged inside, and there skin is flayed from their bodies. Afterwards, weaponized implants and a seal pacifier helm is attached.
These are no citizens here, but members of thee inquisition and ecclesiarchy.

I refuse to believe that the whole 40k universe is like this. We can tell that it is not based on the black library books alone. However I totally believe Terra to be like it.
