And we're going to the Dinosaur King canon character territory.
Let's start off with Foster (headcanon) Owen; he doesn't have much going for him during R!OoTaS, but mostly before it.
After Rex left, it wasn't easy for him to face it and things got even worse when he found out that Rex joined the Akuno and is officially an enemy. The Akuno forced Rex into confronting Foster...
Along with some other canon characters, he is one of the guardians.
As for his story before the anime, it is only briefly implied that he's gone through the same as Lucy, which is being cheated on. He's lost a long-lasting relationship because his partner was unreliable. Soon after, he found Rex.
Also, on one occasion, he suggests proposing to Lucy for fun.
