Officially called The Defense Core, Skull Caps earned there name due to their armor. The colors give the imitation of bare skulls at a distance.
Skull Caps serve as the primary defense force and law enforcement for Administration settlements. They mostly serve in the latter capacity, as the Administration prefers to send in machines rather than waste dwindling human soldiers. They tend to be brutish in their law enforcement duties and operate under assumption of guilt. While this actually rarely leads to jail time, it often leads to time wasted and lots of stress. Skull Caps are never punished for this, as any kind of reform is instantly killed in local assemblies. When they are called to fight, they tend to act as defensive troops, holding vital structures and letting the machines do the fighting.

Their equipment is simple but useful. Their helmet, shin guards, and shoulders (all the silver bits) are made from a strong material. The chest protector is less sturdy but its layered design gives the user a great amount of protection. Plus layers are designed to be easily replaced, even in the field. The helmet offer great protection but low utility. It doesn't have environmental protection but does has night vision, thermal, communications, and a scanner, most commonly used on civilians. The rifle is pretty basic, akin to old world carbines. It redeeming features include an inbuilt scope (not connected to the helmet), an ammo counter, and the option to use explosive ammunition, although this is restricted to avoid civilian "accidents".

The men and women that don this armor are not the best. The restrictive system has bred a climate of "my survival first". As a result many Troopers only join for a descent meal and wage, and happily bully there fellow citizens for a paycheck. The Skull Caps is also seen as a starting place for ambitious individuals who want to climb the military latter. Typically Skull Caps are hated by civilians. The only time they help is when a rival faction tries to raid a settlement, and once the enemy is repelled the mutual hate resumes unabated.

The Administrations rivals regard Skull Caps as little more than paramilitary militia. Easily dispatched by professional soldiers
