Not 100%, but these are most likely SWCC boat teams. AKA "SEAL Savers." Seen Act Of Valor? The boat crews that rolled in guns blazing to extract the team; that's these guys. Training mission state-side. They are Special Ops, so they can wear whatever patches they want.

Look it up it is SBT 22 In Stennis Space Center, Mississippi
last I checked, That means they are part of The USN. So I would think that that reg's would apply. If they are uniforms and they are even if they are butchered ones so they can use the pockets the top spot is meant for the US flag weather it is Army Navy or the Core even in the USAF. And they are doing training there is no WAR in Mississippi
