I like it that your Ravens are true warriors, not like the self carrier serving asssholes that seem to make up the offiecer corps of modern armies. I mean there is no modern day officier that would spend 16 years at the same rank leading the same unit, no matter how elite it was. He would have long ago moved up a rank or two, or retired to a cushy executive position at Β some military contractor or lobbyist.

Being a Raven is more a lifestyle than a career path. Not only do you have to be exceptional in some respect to be offered a chance to join, but prospective inductees are screened to see whether or not they want to be with the Battalion solely for their personal advancement, based on past history. If they're found to be so, they won't be invited to the Selection process. They also live near permanently on base and on near permanent standby, which is why a lot of rules are relaxed for them. Also the reason why fraternization is permitted.Β 

Ravens are dropped back to the rank of Trooper (equiv to Private) when they begin their training period (they're considered active combat troops even in this five-year phase) regardless of previous rank. By the end they're usually a sergeant of some description.Β 

How quickly you advance up the ranks depends on your skills and experience in combat. Officers (squad leaders) are usually the more skilled or experienced troopers, but every Raven has to work their way up from the bottom, instead of say, entering as an officer an dachieving promotion through academic qualifications or similar. So for someone like Michelin, that's a lot of accumulated combat experience
