The Ro'Tha are an indigenous people, after whom Rotha is named. Rotha was originally a much smaller country surrounded by others and largely left to itself, before being colonised. Over the centuries it developed and became a central power base, ultimately expanding and dissolving the borders of the surrounding countries and assimilating them. The ethnic Ro'Tha were largely sidelined, similar to Native Americans. Rotha would eventually envelop about either other nations to become the modern nation that it is.

A mixture of parallels between my fictional nations and those in reality and a healthy dose if 'it sounds like'
Typically, Escean names are Western based. The country is what you would get if the EU and North America were one entity. Add in the in-universe immigration for additional combinations (my protagonist has an Esceo-Ingrun combination based on an Irish fore, German middle [derived from the words Wolf and Raven] and Japanese surname) and it offers a lot of options.Β
Fictional human names are usually culture based: Tela is an old Ro'Tha name, Aaliyana one from Escean ancient mythology etc.Β
Rotha is more Russia/China leaning, but doesn't rely solely on names you might associate with those countries. A future Rothan character I have in mind is called Qilian Kage, for example. Largely revolves around the extensive cultural integration/mixing in this future world, even though there are still big political rivalries.
Alien names usually boil down to how I feel it sounds. Start with a sound and run with that. As long as it fits the conventions I'm using and flows right, I'll use it. Quite fun to come up with things like that
