Venus could have worked if she wasn't written as a Mary Sue and the core four weren't such a laughable parody in the show she appeared in.

...she can be Donnie's girlfriend.
The big taboo that keeps Donnie apart from April is that Donnie is a turtle and April is a human. Give Donnie a cute turtle girlfriend and bam! Problem fixed!
I can already write her introduction: a teenage girl who is also one of April's friends got splashed with Mutagen during the Kraang Invasion, touched one of the Turtles, and mutated into Venus de Milo, and tracks down the Turtles to help them regain New York.

Venus failed due to being introduced in a failedd series. The next mutation didn't do too well.
