add two blank layers - increase canvas size by 10 pixels all round (check Relative box - 20 width 20 height)
select edge of main image - invert selection - fill with black
invert selection - Edit Stroke - centre - 1 pixel - choose white
deselect
and voila - frame border like mine
for added detail - don't deselect - add blank layer under first two - fill black - contract by 2 or 3 pixels - set feather edge to 5 to 7 pixels - press delete - this will add an inner shadow and vinette effect to the image.

Omg, so Big xD How do you do on your pictures that black background ? I very like it and trying to make the same but cant ;/
