Kota's Quirk is a combination of his Father's Quirk, Water-Generation, with his Mother's Quirk, Hydrokinesis. He is capable of both generating and controlling water to an immense degree, granting him a vast array of different abilities and applications. He can fire immensely pressurized water from his hands and feet, granting him high speed movement as well as the ability to do a great deal of damage to his foes by enhancing his physical strikes. He can also create constructs using water and control them, though their durability is limited given their liquid makeup, and are more often than not just formed into small weapons such as whips or swords. If he is using water from an outside source, Kota's Quirk can be used endlessly; however he must keep his body extremely hydrated in order to use water that he generates from his body. While he can control liquids such as soft drinks and chemicals, he cannot control biological liquids such as blood or saliva.
Bio:
Having been saved from the villainous Muscular by Izuku Midoriya, Kota understood the importance of Heroes and their sacrifices, and chose to pay respect to both Midoriya and his deceased parents by becoming a Pro Hero himself when he became older. Over the years, he would improve his Quirk and even discover it's dual nature, becoming increasingly more confident as a result. This resolve was tested one day on his way back home from Elementary School, in which he witnessed a bystander being mugged by a petty thief. Acting quickly and seeing this as a chance to test his mettle, Kota quickly descended upon the thief and attacked him relentlessly with a barrage of water-based attacks, to the point where the thief was actively trying to run away due to injury. Rather than stay and help the civilian, who was still injured, Kota chased after the thief, intent on resuming his assault. This was until he was stopped by his Aunt and Guardian, Shino Sosaki, also known by her Hero Name: Mandalay.
In addition to scolding him for so recklessly charging into a crime-in-progress, Shino also informed Kota that she was alarmed by how desperate Kota appeared to be in just hurting the thief, as opposed to helping the civilian that was originally mugged. Kota shrugged both of these comments off, saying that had there not been a mugger at all, this situation wouldn't have transpired in the first place. It was here that Shino realized that Kota might have not fully moved on from the deaths of his parents after all, or at the very least had misinterpreted Izuku Midoriya's example when he saved Kota from Muscular. Kota wasn't interested in being a Hero to perform Heroic actions; he wanted to become a Hero so that he could punish wrongdoers. While this wasn't necessarily a wrong mindset, as it is part of a Hero's duty to ensure that evildoers are stopped and punished, she knew her nephew had an extremely bad temper and would never fully move on from the murder of his parents. Thus, she feared that Kota would spiral down a path of bloodshed and began doing all she could to convince him to abandon his chosen path, but her teachings appeared to fall on deaf ears, as Kota grew increasingly more confident and powerful as he improved his Quirk and grew in age.
She also knew that he would no doubt seek out the one responsible for his parent's murder, Muscular, and try to exact his own twisted vengeance upon the terrible foe.
Now at the age of 14, Kota prepares to depart for his first day at U.A High School - Sapporo Division, and Shino's worries have yet to dissipate. "Kota..." She says to herself quietly as her beloved nephew walks out the door, looking down at and gripping the hat that he used to wear every day as a boy. "...please abandon this path you've chosen." Shino looked back up at Kota, tears welling up in her eyes as her gaze briefly met his own through the gap of the door just before it closed.
"... I can't lose you too..."

- If Izuku Midoriya is Batman, then Kota Izumi is Jason Todd.
- Additionally, Kota is in part inspired by Katsuki Bakugou and Bucky Barnes, aka "The Winter Soldier."
- Due to the versatility of his Quirk and adeptness in it's usage, Kota is considered to be at the top of his class in regards to ability.
- However, his personality and loner-tendencies hamper his overall growth as a Hero.
