How do you make the starlit skies with watercolor?

To you use something oil-based to knock out the watercolors for the white spots or how do you do it?

How you can create this effect:
1) spread some salt on wet colour
2) sprinkle some white colour on wet dark background
Paper should be placed only on horizontal surface. You can wet it with wide brush or sponge. The process of painting should be very quick. For deep black colour you can use ink.
