Could you tell me from what type of collar is that? I noticed that it had folds in it but I don't know what is is called.

It's just a modified bib collar, with pin tuck pleats ^^

Do you have any tips for making this particular cosplay? Because I could use all the help and advice I can get for this cosplay. I have roughly 3 months until my next con, and all of my new Hetalia cosplayer friends I made at the last con I went to are going to do Hetalia cosplay again, and they really REALLY want me to cosplay with them, so we could be a little group at the con.

I make my own patterns actually, this one included ^^
But if you need to find something to go off of, I suggest going to a fabric store and looking through the halloween patterns, finding one that's similar and then altering it. Or you can alter a Lolita dress pattern, if you happen to have any of the GosuRori pattern books -because Belarus's dress is basically maid/lolita styled.
Years ago [and I do mean years] when I started drafting my own patterns for cosplay, I'd find elements I needed and then splice them altogether to get what I wanted. After a while I was able to do that without having a base, but it's a good way to learn and start when it comes to drafting patterns [take a sleeve from one pattern, a bodice from another, etc etc an splice them together. That sort of thing.]

This will be the first cosplay I actually make from scratch, and my second character cosplay. I'm really excited!

Not really, sorry ^^ I just wing all of my own cosplay.
But, I guess I'd say look at plenty of design shots and screen shots, get your elements down and then bring it together... that's the only advice I can think of off the top of my head - though it's prolly not very helpful I'm sure -lol.
