Your picture is really interesting! It gives off a serene vibe, with just enough excitement to make you wonder what the background is all about. With most winged/angel characters, you only see one set of wings on their back. So points for creativity! Now, there are some things you can adjust. Remember that I'm very verbose and anything I say is for your benefit.

WINGS
The wings were the first things to draw me in. It might be my current obsessive wing practice, or it could be because birds fascinate me, but those wings were the first things I saw. Now, I must say that you are starting off well. They don't look extremely mop-like. The feathers are layered and uniform with the arm being darker with slimmer feathers. However, they look a lot like archways with hanging cloth.
Basic wing shape: I would definitely recommend looking into bone and muscle structure. Imagine your character having an extra two sets of arms--one set on her shoulders and one near the hips. Bird wings are built a lot like human arms, after all, with some slight differences. Bird wings have thicker muscles and, even straightened out, have perpetually bent elbows and wrists. This is due to the tendings within them. Now, due to their bent state, there is a flap of thick skin that stretches from the shoulder down to the wrist to maximize flight ability. There is plenty of science to study if you think it will help. Researching and picking bird wings apart helps tremendously.
Feathers: Feathers shape the wing and basically allow the bird to fly. Without feathers--or with damaged feathers--a bird cannot fly.
-Wings can take many, many shapes. Each shape is different, but most fall into four specific categories. Elliptical (sparrow, crow), Passive Soaring (eagle, stork), Active Soaring (albatross, gull), and High-Speed (falcon, duck) are the four main categories. I've found most angel wings are passive soaring. These birds fly high up in the clouds for long periods of time before swooping down to catch food and often bring heavy food back to their nests. This makes their wings very large.
-Wing feathers are divided into rather strict groups. The bigger and heavier the creature, the more layers of feathers it often has. For example, hummingbird have long, thin wings with hardly more than two layers of feathers, such as this wing . Whereas larger birds have many layers of feathers of varying sizes and patterns, like the Andean Condor. As Cevju is a human/humanoid, she would have larger wings and thus more feathers. There are also feathers of different groups within those: primaries, secondaries, coverts, and the like. These are a little more difficult to study as feathers are hard to discriminate on an actual bird. That's why tutorials are definitely life-savers.

I would definitely research birds and wings if I were you. Also, tutorials are amazing. My favorite tutorials include Winged People Anatomy: MusclesWinged People Anatomy: Wing Design , and How to Draw Wings . Coincidentally, they're all on dA. Haha 

HEAD
Face: Her eyes are closed and her hair flows in the wind. Currently, she looks okay. However, I don't know her age. On your "design" sheet, you say she's ~103.9 years in her kingdom? Do they have a different system of age? Here, she looks very young; a teenager, perhaps. Her cheeks are still rounded with some baby fat and her rather large eyes also give off the vision of youth. If she is older (say, a senior citizen or even just an older adult), pull the face down. Your skin generally reaches toward gravity as you age. Adults also have smaller eyes, proportionally, to younger ones. One of the reasons anime characters have exaggeratedly large features (large eyes and head for example) is to make them "cuter" and more childlike in appearance. As you grow older, you develop extra skin, which results in wrinkles. Now, if she is a teenager and I just didn't get something about her profile, please don't sue me. Haha
Hair: Her hair is rather flat. That gives off the illusion of being wet or greasy. Though, if it's flowing in the wind like that with such minimal shine, I wouldn't expect her hair to be that wet, if at all. To draw hair with volume (especially on characters with wavy or curly hair) try drawing a "halo" around the head, with the top part of the circle crossing over the forehead, perhaps just over the eyebrows. That gives the hair much more room to breathe. Hair is made up of long, hollow tubes. Although very thin, they still have mass, so there will be a section of hair that grows out a little bit more before flowing away. Again, studying long, curly hair (or even your own hair, depending) or just hair, in general, will help immensely. Researching the reason behind curly, wavy, and straight hair could also give you an idea of how hair works.

BODY
I honestly don't have much to say here. Her body is full and curved, which I like! Sometimes people tend to draw starved women missing a few ribs and having male hips. That's not the case here, which is always a plus.
Size: Something that really helps is a good chart. Everything from adult humans to age chart helps. Charts can range from a simple skeleton to a detailed skeleton . Remember: I can show you all the charts and tutorials in the world, but those you like and understand will help you the most.
Anyway, what I was going to say was that her arms seem a little short for her body. An adult female's fingertips with reach to about her mid-thigh. Her elbows will usually reach her upper waist. You can take a ruler/pencil/pair of glasses/anything you can use as a safe scale and then compare it to the body. Marking or putting your finger on the place where an elbow would be placed and then the hand can help significantly. It's why drawing a simple skeleton can do wonders for a pose and for keeping the character's dimensions.

Honestly, you're starting off on the right foot! Everyone, even the greatest artists, needs to continue studying and forever practice. As my former art teacher said: "Practice makes better, not perfect, because perfection is impossible."

hey! this is a really cool picture. i especially like how you shaded the hair to show the sun reflecting off of it. i can tell that you put in a lot of effort into the picture. a few critiques though! and these are all lovingly because i know that you're a really good artist! i tend to infodump, so i'll split it into the anatomy, coloring, and the background as a whole. i hope you like this!!

anatomy:

Wing Tutorial s are a very good way to start! i wasnt good at drawing wings a while back until i started drawing them all the time. you dont have to follow this one specifically, but just look around and see what works out the best for you! you did a good job on making them look like they come from the body instead of being tacked on, but they dont really look like wings. 

for the rest of the body, i'd consider looking at some photographs of real people doing the poses that you'd like to draw. of course you dont have to have 100% realistic anatomy all the time (that gets boring!) but it can help your skills excel. just for example: the arms a little short, her head is a bit too big, she doesnt seem to have ears, and her shoulders are uneven. the hair doesn't have much volume either which can be fixed by a little trick i found out recently! the trick is to draw the outline of the head (so the character is bald) and draw a circle (like a headband above the head) and have the top of the hair start there. 


coloring:

i like how you did the contrast of the blues and warmer colors as it makes the composition balanced and nice to look at. you also make the light source very definite and thats also a good thing! in your coloring though i noticed that theres a few lines in the coloring where you can see that there was something under your paper as you were drawing. i'd suggest laying your paper on a flat table or a flat, hard cover book. also i noticed that her face and upper body are different colors? i don't know if that was intentional or not, but a good way to prevent that is to start light to dark, meaning that you shade it out very lightly and go in darker and darker in places you want to be darker. also with white, you shouldnt shade with gray/black because it makes it look kind of dull and dirty. for white, i'd suggest shading with maybe a pale blue or purple. lil shading tut ( more in descripton! )  is a good tutorial if you dont know what shading looks good with what!!

background:

i dont have much to say here but good job! i'd just suggest blending it out a big more so that the sun isnt just an orb in the sky.
