Here is another DC character, Ray Palmer, The ATOM!
Prestory: During the battle of Earth 1 and Earth 616, the brother gods bring more representants of the 2 universes, both heroes and villains. In there they bring Hank Pym and Ray Palmer, who became allies and friends during the battle, but then, Dwarfstar would try to kill Ray, but it was saved by Hank, being killed him instead. Before diying, he tell the Atom how to find the Pym Particles.
Story: After the merging of universes, Ray was one of the only people who remembered that event and soon, would start looking for the Pym Particles. As soon as he finds them, he combines the particles with the matter of the White Dwarf Star and create the Palmer's Particles, a upgraded form of the Pym Particles

Design: Is the Young Justice design just without the Circle Symbol that he had

Actor: I would use the actor that will play him in Arrow, former Man of Steel, Brandon Routh.
