Perplex, the daughter of Discord and Thorax.

Allow me to explain.

Perplex was not conceived in the same way Mayhem or Eggsy were. Perplex was created on purpose.

In the Changeling kingdom, the changelings were starting to worry that they wouldn't properly reproduce their race with a king instead of a queen to reproduce. Thorax didn't have his own somepony either and there became rumors that their race would die off without an heir to lead them, and Thorax started to fear a revolt. He spoke of these worries to Discord, Trixie, and Starlight when they were out one night (they still hang together after they defeated Chrysalis) and how he had no idea what he was going to do. So Discord, after a talk with AJ when Mayhem was around 3, decide to take both their DNAs and gave Thorax an egg for an heir. And that produced a small changeling-draconequus princess.

Because that's what friends do; give each other children

Perplex is Thorax's little honeysuckle, but to everyone else she's a gigantic shit. She spends most of her time pulling tricks on her subjects than actually doing any royalty work. However, deep down, she does have a large protective instinct over her hive and makes sure nobody gets to mess with them except her. Those are HER playthings, go get your own!
Her powers are strongest when she’s doing shapeshifting and vocal imitations. She can turn into anyone and anything, as well as make multiple clones of herself (much to everyone’s horror). She also has excellent stealth, with the ability to camouflage into backgrounds and buildings, and even materialize out of thin air. So chances are, she’s around in Ponyville without anyone even noticing. This has led her to knowing a lot of gossip of Equestria, and she’s got dirt on everyone.
She’s also strong at controlling plants and flowers, which I think most changelings eat alongside love, so it ensures they don't starve. She can gain some control over a pony's emotions, so they show more f 1 emotion that she pleases, but she has to work at that harder as it’s not something that comes naturally to her as shapeshifting and floral manipulation. But she can be a smooth talker and manipulate ponies that way with sweet talk and convincing. And if all else fails, just stalking and bothering them until they finally give in to whatever she wants from them.
Safe to say, she is excellent at chaos magic, and at controlling it, but her magic is not as strong or versatile as Eggsy's (of the 3 Discord children, Eggsy has the strongest magic).

She doesn't visit Ponyville much or her half-brother. Which is good, Mayhem doesn't like her bullshit anyway. She does enjoy Discord and AJ enough, she just doesn't really consider them family, or at least nothing more than blood family. Though she does hang out with Discord and Fluttershy's tea parties from time to time, she loves chaos. Fluttershy also seems to be the only one in Ponyville who isn't completely bothered by her presence. She loves her father, and he’s the only being she acts legitimately nice to. Thorax is the thing she cares about the most. Thorax adores his baby, sometimes a little too much to do something about her pranking and strike down her ego a few pegs.

Not sure how I feel about the mane color, but yup, that's Perplex.
