For a moment there I thought it was a racoon and near fainted from the geekery. I must explain, one of the developers of Fallout 1, 2 and New Vegas, Chris something-or-other, posted a number of the developers notes and answers to emails. This was called the Fallout Bible. One of the things that was in the notes that never made it into the game was a community of intelligent mutated racoon folk.
So not really all that interesting, but a quirky fact nevertheless. If you're a Fallout fan I highly recommend tracking the collected Fallout Bible down.
