It's a fact. ADHD or Attention Hyper Activity Disorder is genetic in Time Lords & has been in their bloodline since the 1st Time Lord came into existence! Or at least it would seem...

When you think about it, it makes sense. Time Lords are uncomfortable sitting still & waiting for things, they like to wander off & explore & would rather hop inside a TARDIS & jump ahead to the future then wait for it to come to them because it's in their nature.

+ their brains are wired differently because they'd have to be in order to process multiple thoughts at once from multiple angles & handle seeing the past, present & the future all at once in their minds. (It makes them smarter)

Though in truth, what may seem like an extreme case of attention deficient disorder to you may actually be the result of a ridiculously massive amount of attention simply spread far too thin by being stretched from one end of the galaxy to they other.

The reason that some *cough*10thDoctor*cough* seem more hyper-active then others, is because the genetic re-scrambling of DNA partials & chaotic imbalances of energy resulting from the regenerative process can cause it to become exaggerated sometimes.
