Maybe not the arms that they had but if you notice in the posters for the Naruto Shippuden Movie The Last, Naruto DOES have an arm in place of the one he lost. Now I don't know if that arm is a NORMAL arm but still!

Sasuke I'm not sure about. I've been trying to think of a good theory for him and the only thing I can think of is that Orochimaru somehow creates a new arm for him. But you never know!

I don't think so. It's possible that Kurama could create an artificial arm using that Chakra cloak from before, but it wouldn't be very stable. But again, this is Naruto we're talking about so you never know. If I had to come up with a theory of my own, I'd say that Orochimaru is going to have something to do with the arms but again, I don't know.

Well, we know it's possible to transplant arms (as Danzo had done so), so that's one possibility.  Another is Sasuke using Izanagi to undo the damage, but it's doubtful you can use that ability on another person.  My guess is that they'll grow new arms, like the way Obito grew an army of Zetsus.
