I'm making an assumption here, but it might be either 1) It doesn't work or you'd need inhuman amounts of it for it to work, or 2) her powers are likely to go even more out of control if she's sedated. It's probably the former.

It's funny because it's not like she doesn't brush. She does, but probably not nearly enough.
