It's the NV NCR Ranger/Riot gear, but I was asked to go with darker colors that would blend in with shadows or their coats, which led to this.

That was actually one of the references I was given for the mask. The rest is just recolored NV NCR Ranger/Riot gear, but since they both wear trench coats...
