That is one bizzare hat, lol.
Cool cel shading work. One thing though, keep your shapes neat. On her left elbow, the highlight looks pretty rough and uh scratchy (so descriptive, I know lol. ;_
Also I see what you're going for with the filter, but you might want to kick up the clear amount a little bit. Diffuse glow has a really nasty habbit of lightening noncontigious parts of a drawing (based on pixel luminosity only, dumb program) so places like her elbow are lighened up without looking as if the light is wrapping around her (which is what I'm guessing you were going for/rotoscoped look and feel). Just play around with the levels for it and it should come out right. Worse come to worse, kick it all the way down and take a white low opacity airbrush to it, lol.
