I have a pair of skulls from my stepdads hunting days- a small wolf skull and a young brown bear skull. Both were problem animals in the area that they ended up having to shoot.

Would be interesting to know breed as dogs vary so much, but alas. At least not an overly deformed breed, good to see.
Why a replica rather than the real deal? Preferable from my point of view. Unless more expensive/hard to find, but talking to my uni lecturers about all the ones they had in the lab, apparently replicas are pretty similar in price to the real things. Also, even good replicas miss out the fine details, like the fine bone inside the snout from the nostril area.
I have a nice collection myself of various bits. Annoyingly including a carrion crow and rook skulls I lost the labels from. Virtually identical, can't tell the difference now.
Ebay's real good for this kind of thing if that's an option for you.

Oh, CITES covering import/export. Hadn't occurred to me for wolves. Makes sense though.
At least you have what you have. I mean, tbh, the skulls of wolves and dogs are pretty similar, heck compare yours to the fox. I know in practice it's nice to have the actual thing, but as a reference tool or otherwise for the sake of observing anatomy, there's not anything in a wolf skull that isn't in what you've got. Perhaps look for more wolf-like dog skulls if they're available? They are closely related after all.
Nonetheless, if it's something you want, keep an eye out for within country sales. Surely you could find a specialist shop or seller? Tends to be the way things work, the shop deals with the costs of licensing and so imports all these items, which are then easier to buy for the local population. Not sure if saying this is helpful though
Going the replica route, be sure to go for decent quality though, because the thing they miss most is the extra fine details, so you're gonna want to keep an eye out for that.

Actually the raccoon dog was probably killed by a bigger animal, maybe a wolf. The whole back of the skull is completely shattered, yet the skin on it was intact, and even the muscles were only bruised. Both of his shoulder blades were pierced too, there was holes in both, yet the holes were only found after we had got him cleaned, there was no holes on the skin or muscles. That's pretty darn neat fanghole.

Wow, I had no idea raccoon dogs were so robust! They look like they have the largest lamboidal crest proportionate to their bodies of any canid skull I have thus far seen. I'm curious if the raccoon dogs' auditory bullae are larger or smaller than the red foxes - it's a little hard to tell. Also, that dog skull is amazingly neotenic in appearance! I keep forgetting that, as the dog skull at my university's collection is probably a Shepherd skull, and so looks more like the wolf skull (still pretty easy to tell apart, though). A lovely comparison!
