I don't know about that. I didn't really watch thundercats a lot, mostly it was He-Man and She-Ra, so the comparison could completely fail, but I do remember thinking Skeletor was pretty ridiculous, even at the time. Being pure evil instead of cuddly is one thing, but he was a SUPER SUPER flat character. Absolutely no depth whatsoever. And the show was usually pretty facile in its stories and messages. Especially that episode where he steals all the books where they were trying to convince viewers to read more, oh god, that was the worst episode ever. Also, Inuyasha is more than half the way back to the 80s now. Plus it's literally the next big thing that came from Rumiko Takahashi, the creator of Ranma and before that Urusei Yatsura, and those WERE the 80s, so it's a writer from the 80s, it has more to do with her getting less interesting with old age (just like George Lucas) than the changing of the times.

In the 80's, villains were hardly villains in cartoons and comics. I read one thing in which the most horrible thing that Lex Luthor could come up with was to steal 40 cakes which were really pies. And that's terrible.

Back in the 80's due to moral contraints on the Airwaves because of the fear that children might wish to emulate villians and heroes alike depending on personalities they went very black and white.
Now things are more a shade of grey as people have stopped caring about what they have kids watching as long as it keeps them entertained and out of the parents hair.
So on one hand things have gotten better in reguard to real personalities, and on the downside... Villians are now more wishy-washy and hardly villians.
