After doing some research for the benefit of my own curiosity, I believe this to be a Rocky Mountain RR Club excursion train from May 14, 1949, and taken at the Trout Lake water tank. A photo taken from another angle of the same train at the same location can be found here.

In September of that same year, RGS #20 was repainted as the "Emma Sweeney" for the film Ticket To Tomahawk. It wore the movie colors through the fall of 1949. The locomotive became the property of the Rocky Mountain RR Club in 1952. In 2006, they relinquished ownership to the Colorado Railroad Museum, where it had been on static display since its founding in 1954. As of July, 2015, the locomotive was undergoing restoration to running condition at Strasburg, PA, with completion estimated at "2-4 years" Source
