Oh yeah.(It's fun how Expansive!WickedlyGleeful!Jareth is totally canon ("Prince of the land of Stench!! >D ") )
Sarah grabbed a T-shirt from her Backpack of Ressourcefulness, which in case it wasn't obvious, has been all Bag-of-Holding enspelled by Luna so as to contain frying pans, a change of clothes, and all sorts of adventuring necessities. She ducked behind a big rock there to get sort of changed - the thing is with how that Goblin Queen outfit was designed, trying to pluck the pendant away kinda results in the whole top part... no longer offering much support or coverage.
Such a pity. There's a saucy spin-off that may or may not get drawn.There's a French saying that goes "jeux de mains, jeux de vilains", which is often used in a "it'll end in tears" context when telling off young children for a squabble that is devolving into hitting and pinching, but as applied to adults pretty much implies that messing about with one another's hands is as good as foreplay.

That is a great deal of fun in writing/drawing GND-Jareth. He is quite as capable of chanelling some good villainous shadowy pokerface and sporting hair so big because it is made of secrets, because that can be sexy and plot-enabling... as he is liable to react very visibly and spontaneously, with mood-affected outfits and sprouting piney-apples, because that is great fun to draw. Either way, whether one is attempting to double-guess him or left flailing to deal with his outbursts, it's pretty exhausting for the opposing team(s).
All that to say - yes. Even if he could be faking it to make you paranoid with no good reason.

I think even if someone is "needlessly" paranoid, Jareth would get great entertainment out of it, so I think all his torture serves a purpose -- for His Nibs, anyway.

Incidentally, speaking of Leroux, have you come across the new Phantom Animated project ?
They were planning to do a film version including a lot of the 'missing' bits of the novel - like the graveyard scene, also on ultrastjarna - and seem to have some pretty impressive background artwork and character sketches prepared. But it looks as if they haven't managed to get enough publicity in the time

But it turned out there was actually an explanation for Eponine's apparent ease of access (and the fact that she apparently gets out of the Labyrinth scot-free, as well!) Goblins just aren't that bright, or that good at distinguishing humans -- which makes me feel a little better about initially assuming that straight-art-Eponine in the previous strip was a picture of Sarah, with puzzling consequences! (Wait, that makes me a goblin.... 
Also, I originally read that as "heartfelt and selfless", which is the morality one would expect of humans -- but evidently not of the Fae!
Hang on, I thought we'd already agreed to a Goblin Ball in the last panel, not a private seduction for Eponine's benefit..? Apparently Sarah didn't, though.

The Goblin Ball clarifications viz. ''everyone on the dancefloor'' are in part due to canon vagueness as to the exact nature of Sarah's peach hallucination - if it was a subjective, all-in-her-roofie'd-mind headtrip, or an actual physical abduction into a wee magical pocket space - true, the film shows her apparently spirited away by bubble, Didymus and Ludo marking its passing by, iirc, and when she breaks free she has been transported further along the way to the castle; but Jareth's seeming cluelessness about what has happened to ''the girl who ate the peach and forgot everything!'' a few scenes later might imply he wasn't, himself, fully, in that bubble with her... or else he was so very confident in the amnesia component to the spell, and the Junkyard's entrapments, that her smashing out of the hallucination didn't alarm him overmuch (and he retreated to his Castle to sulk over the rejection and anticipate later gloating when her time ran out...?). Given that vagueness, it seemed best to specify ''magically crafted but actual ballroom event, with guests'' over ''customized drug trip Γ deux''.
Yes - Pony's ease of access is due to Goblin error on the way in, and royal expediency on the way out - quite possibly Jareth is cutting through a great deal of magical red tape and there should be consequences to her wishing, but at that point whatever edge there was for him to gain on that account is tossed out in favour of this shiny new idea of a Ballroom Redux.

The tree is there as part of the set from #224 onwards, but starts looking dead and bare. All the JS stuff going on and Jareth's surge of hope before Sarah's trolling him with the frying pan commentΒ (because there is a touch of the Fisher King/Empathic Environment tropes going on viz the GK and his kingdom) has caused it to blossom (to set the scene in case things got properly shoujo and romantic).
