That is a great deal of fun in writing/drawing GND-Jareth. He is quite as capable of chanelling some good villainous shadowy pokerface and sporting hair so big because it is made of secrets, because that can be sexy and plot-enabling... as he is liable to react very visibly and spontaneously, with mood-affected outfits and sprouting piney-apples, because that is great fun to draw. Either way, whether one is attempting to double-guess him or left flailing to deal with his outbursts, it's pretty exhausting for the opposing team(s).
All that to say - yes. Even if he could be faking it to make you paranoid with no good reason.

The Goblin Ball clarifications viz. ''everyone on the dancefloor'' are in part due to canon vagueness as to the exact nature of Sarah's peach hallucination - if it was a subjective, all-in-her-roofie'd-mind headtrip, or an actual physical abduction into a wee magical pocket space - true, the film shows her apparently spirited away by bubble, Didymus and Ludo marking its passing by, iirc, and when she breaks free she has been transported further along the way to the castle; but Jareth's seeming cluelessness about what has happened to ''the girl who ate the peach and forgot everything!'' a few scenes later might imply he wasn't, himself, fully, in that bubble with her... or else he was so very confident in the amnesia component to the spell, and the Junkyard's entrapments, that her smashing out of the hallucination didn't alarm him overmuch (and he retreated to his Castle to sulk over the rejection and anticipate later gloating when her time ran out...?). Given that vagueness, it seemed best to specify ''magically crafted but actual ballroom event, with guests'' over ''customized drug trip Γ deux''.
Yes - Pony's ease of access is due to Goblin error on the way in, and royal expediency on the way out - quite possibly Jareth is cutting through a great deal of magical red tape and there should be consequences to her wishing, but at that point whatever edge there was for him to gain on that account is tossed out in favour of this shiny new idea of a Ballroom Redux.
