Of course they would, but everything above 150β¬ INCLUDING shipping has to be paid import taxes for. Below it's only the "Einfuhrumsatzsteuer". So you'd have to calculate if it comes out cheaper in the end. Tax for the import of clothing to Germany is 12%.
If you stay below 150β¬, you pay (value + shipping costs) * 19% at the tax office.
Above 150β¬, you pay ((value + shipping costs) * 112%) * 19% at the tax office
