This is "The World," the last tarot card (but also the first one I drew.) You can see how his design has changed since the first time he was drawn a few months back.

He is referred to by Qudada as "The Ultimate weapon" or, "The Titan Lord," and is mistaken for the Empress. His small size is quite surprising, since one would expect something... bigger.
