This is Protoman, from Megaman...3 ?Fighting against...Things ?

Wow, this is lovely! Most Protoman art doesn't make much use of his awesome shield, but this certainly does.
His expression is perfect, too. This is how I imagine him - swooping in, doing what he needs to do, and doing it with perfect calm.
