I suppose they have to do it because it takes time to translate everything and dub the episode or add in the subtitles (I'm assuming its dubbed)

also i watch the DVDs in original but the german dubbing is very close
but they always split it uup... so they can have "new episodes!!!" in march and in september ... and inbetweeen...NOTHING

Rigsby's is a little meh to me but Van Pelt, Cho, Lisbon, and Jane are pretty good x3
they did a really good job for NCIS..Mcgee's was really good and Dinozzo and Gibbs were pretty good too...you're right, Abby's was a little higher and Ziva's was a little off but it was still fitting xD
