Actually, they explained why she can't cannot grant them. The first one is very simple, the other genie is stronger. The second one is because of plot!

I am, but I'm just saying that the problem is sonic does fall the key rules of why you should never have genies used in the plot, because you will make the obvious wishes! Badly only the writers managed to write out the problem of one. The other one was purely for the plot of the game!
