Perfect character for this character. Saruman I believe is the more modern of the two villains. Saruman will betray anyone so long as he gets the One Ring (either to attempt using it, or as way of filling in the gaps that his own Ring of Power was missing. He cares most for organization, and precision. The influence of the ring draws him from the Woods and into a clapping, pounding life of industry. He believed he was "of many colors" and as such knew what was best for Middle-Earth. Image is a joke image, but really does work for his character

I'm doing a fic based on that very premise. Well, that crossed with the General series by David Drake, which is essentially an excuse to insert end-of-run Black Powder tech into the Middle-Earth setting.

Not necessarily - the problem is the sheer amount of build up/effort that it takes to equip an army compared to "give them a cast iron blade, you are done". So the Army of the White Hand will likely end up outnumbered in every battle by a considerable margin.
But it's worked before...
