i read on the wiki that in the Japanese dub that it's supported to and i quote "suppress the bulk of its powers". so yes, i think giovanni is contorling him but mewtwo is learning his powers with makes him escape.

Yeah, I interpret it as Giovanni telling Mewtwo that the armor will help him control his powers (implying that they could destroy the world if unchecked). I think Giovanni's plan is that the armor will actually suppress Mewtwo so that he can control him in the event of a rebellion. Too bad for him, he totally underestimated Mewtwo's power.
I think the machines Giovanni uses in Mewtwo Returns are a vastly upgraded form of the technology used in the armor.

This is REALLY good, and I'm especially impressed since it's done in crayon. It's relatively rare to come across fanart done solely by hand these days. (I realize this is fanart is a few years old, but still, I think CG was popular even back then?)

Thanks! Actually, it is done with old Crayola colored pencils, but yeah, it is all traditional. I did have access to digital tools back then, but my old scanner would not pick up lead pencil, so I always needed to outline my work with Sharpie. I had to decide then whether to color in Photoshop or with colored pencils, and I would sort of alternate. I haven't used colored pencils for quite a while now, but I just got a new set that I hope to use on a drawing soon.
