That's pretty much a handicap found only in the Japanese Sonic. TheΒ American Sonic usually doesn't have this problem.
At least in the first two series; I'm trying to remember if he was having trouble in the 3rd one, saying he didn't like water. Hmm...

Yeah, when the Tene enabled Sonic's ability to swim/float again, he went to what he thought was a pond to make sure their curse-breaker had worked (that's why it doesn't look deep). But the Tene were only creating an illusion so they could trap Sonic.

It kinda creeps me out! The poor guy looks sick, like he is about to blackout. I wanna reach in an pull him out of that evil looking water. But as a drawing it's pretty good, I could nitpick, but I don't see anything major to mention.

Anyway, nitpicking is fine. After all, no one ever got better at anything by being told everything they did was perfect. But please be kind, as I'm still getting used to drawing on the computer.

Nitpicking critique:
The topmost spike on his head... usually there's a line running from the top of Sonic's forehead to the end of this spike, and it usually curves above his ears. There's a strange angle in this picture, so you wouldn't see all of that, but the end of the spike behind his ear suggests a curve line that wouldn't quite meet up with his forehead...unless it goes quite flat, which is still quite strange. The topmost spike on his head usually sticks up more.
It takes effort to hold your arms out straight like that, in water. If you really intended to make it look like he was slipping into unconsciousness, I would think his arms would be limp and slightly bent. Otherwise there would be more sense of strain on his face as he tried hard to keep his arms straight to prevent from sinking.
But I'll say this for the rigid pose - it has shock value. I think it's that in combination with his half closed eyes that makes him look hurt or sick to me. It's an unnatural position which gives the idea that there's something wrong, that he's in trouble.
His right hand looks oddly square, when the rest of your drawing is all soft curves. Also I think it would be better if we could see his feet. It takes a little while to notice that he is not wearing gloves (I assume because he is swimming) because his hands are so pale. If your idea in the picture is to make him look vulnerable, a couple of naked piggies (toes) floating above the surface would emphasise this idea.
Finally, the nearly horizontal ripples in the water don't really work. They almost suggest a flat surface underneath the circular ripples. I think that the white and black ripples surrounding Sonic would have been enough to suggest a water texture. Then a dark blue for the rest of the background, with maybe a few black shadows lurking in the depths.
I think that's it... I hope this all makes sense. I mean it all kindly, I just use a lot of detail when I'm explaining!
