Love the skin.
I have one problem though, I can't get the News/Friends/Servers/Settings/Support to change when I hover on the buttons.
I noticed also that the Invite to Chat/Start voice chat doesn't have an hover too.
I'm not asking for much, but where can I change it? Is it even possible to give those buttons a hover on state?

It is possible to give them a hover state, but it would take some work. In the SteamScheme.res file, you would have to define a new state for each of those buttons in the Appearances section when they are hovered over. Then you would have to set the hover state for each of those buttons to that new appearance in the Controls section.

You can reload the skin with CTRL + ALT + R, but if you modify images you must restart Steam for the changes to appear.
Unfortunately there is no good source of documentation; I learned simply through trial and error, as there were no other skins in existence at the time for me to start from. However, there really isn't much reason to look into it now, as the new UI is nearing release, and all of the older skins do not work with it at all.

Yeah I've tried the new UI but I didn't like it. That's when I found this very pretty skin via a person on the steam forums.
I'm thinking of doing my own skin when the new UI has been releases, but I guess I have to do as you, learn through trial and error.

I have no intentions of making an L4D2 skin. If I were to make a new skin, it would likely just have a different silhouette on the Games page. So there is no reason for me to actually release an L4D2 skin, since a simple modification like that can be made by nearly anyone and does not deserve to be released as a new skin.

I use Photoshop to make the graphics and do all of the coding by hand in Notepad.

Love this skin, but noticed some PC lag issues with XP if i opened the main screen or update news pages.
dno why really, didnt have this issue when i ran it on vista.
any idea what might be the issue?

I was working with someone a couple of months back who helped me identify one of the images that may be the culprit. However, neither of us was ever able to determine why that one image in particular was causing the issues on his end. We also were not able to confirm if that one image is the reason for a few other people experiencing lag or not.
Here are some steps you should follow:
1.) You need to remove the following file: "Left 4 Dead\Graphics\FrameBL.tga"
You can just rename it to "FrameBL_OLD.tga" in case you want it back (or in case this doesn't fix the issue for you).
2.) You need to open the "Left 4 Dead\Resource\SteamScheme.res" file in a text editor (try to use one with line numbers).
3.) Go to line 2344 and make it like this (note the added "//" at the beginning of the line):
//"2" "image( x0, y1 - 600, x0 + 800, y1, Graphics/FrameBL )"
4.) By making that change you are commenting out that line. Steam will ignore that line until you remove the "//"
5.) Now save the file and restart Steam.
Please let me know if this fixes the issue for you, as it will help me to figure out what might be causing the lag for some people.
Also let me know if you need more help.

Thanks. I haven't had a chance to try the new beta yet, as this has been a busy week. However, I noticed a few people were mentioning issues with skins, so I plan on looking into it soon. I am assuming all of my skins have this problem, but I think it is a really easy fix. In fact, if you want to test it out, let me know. Mind you I will be "shooting blind," but I have a pretty good idea of what change needs to be made.
