I wanted to make a Halloween picture this year too but I only started it on Thursday. If you follow me on twitter or tumblr you might have seen the WIP I posted of this.
I actually wanted to upload this on Monday but I just couldn't wait anymore~ I have been working on it for the past days and finished it on Saturday

The background was a lot of fun to do, even if all the little dots were really tiresome to draw lol but I think it turned out really well~ Cities from above at night are just magical looking. I have only seen it once in person, on a plane from England back to Germany (Me, my sis and a friend where on a week-long vacation to London) and I couldn't take my eyes of it.
I first wanted to draw the clouds in the Pokémon Anime style too but I didn't think I'd find any reference pictures for that so I just drew them like "normal" clouds and worked with "normal" reference pictures.

I know a Mismagius witch costume is about the most generic costume you can give a Pokémon character but whatever xD Rosie looks good in it. And of course I had to include Pumpkaboo in the drawing somehow. I mean it's signature move is called "Halloween" in german (and "Trick-or-Treat" in english). Plus Rosie actually owned a Pumpkaboo in earlier renditions of her character but I later scrapped it for her Whimsicott lol
