He's just not wearing all that extra stuff to practice Yea, Kastaa also knew it as their family was rich enough to afford the training. Since most masters were of the royal house, they could charge whatever they wanted to teach, and trust me, they made the prices high. Meaning the greater population of Sampetra couldn't afford to learn it. When the age of their piracy began, it was law that all captains and over half of their crews know the skill, but once they'd subdued the seas it became easier and easier to raid, so they got rid of that law as it was burdensome and time-consuming. Also, the ratguard used to be forced to learn it as part of their training, but with most attacks at long range, a good marksman was more desirable than a master of Dragon Strike. And yea, the common fisherbeast or shipbuilder has no time or money to learn.
