I would do a n00b critique on this. But, this Salor Moon style is totally out of my range of comparing. ><' Great work though.

Since my lack of skill and knowlegde in the Sailor Moon Sytle of Art, I shall rank this in accourding to the "Prefect" picture where everything is Flawless.
Now, From the start, this picture is very clean and has the sudden "pow, in your face" look. This is where nothing is hidden or disorted. The picture is perfectly shown to the adiencue with a pose perfect for comparing when it comes to a contest. The black background makes the person focus a lot on the character itself. This is useful, but repetitive. A colorfull transformation background makes pictures memorable and have a "relook" value after some time has gone by.
Zooming in on the picture reveils some of the less obvious flaws. Acually, seeing the picture full view is worst than looking at it in the DA thumbview. The black background is gone, and a blander background is placed instead. One of my favorite places to look into the picture is the eyes. But, wait a minute... The Eyes don't even look like they belong there. The cross lines of the eyes don't fit the clean a simple style of the rest of the character. This for me is the big "Oh noes!" >-< Moving on, the colors are very simple and basic. A lot of people do not know how to use advanace lighting and shading CORRECTLY. So for this pic, she is very simple and GOOD for the basic. The cloths are not overdetailed for the character. This makes the character very vivid and not a mixture of styles. The Hair is ok. Again, the lighting effect of the hair is no great. The hair properties differ than those you gave it. This makes the hair look how should i say "unploished"? Moving on, we see some of the smaller details like earings and your logo. But... there appears to be another problem. The line art is not smooth and clean! From far way, the picture looks just fine. But looking at the legs and ears, the lines have little indents in them. So do the tail. Another "Oh noes!" for me. Another problem is the fire, It took me a second to really believe that there was fire in her hand. Sure it looks like a flame, but there is no believeable feeling of it being "hot!" in the pic. Nor does it have the feeling of being "bright" as well...
Pros: Pose, One-time Style, Simple basic coloring.
Ok: Background, or lack of background to make the Sailor Moon Style offical.
Cons: Line Art Smoothness, The "Fire", Unclean Pupils
Final Score: 3.2 out of 5 (based off of a "Prefect" Picture.)
The picture is good. But it's not memorable. Nor does it have the instant value of being put on merchandise.

Time will ALWAYS be your enemy. Making the prefect pic in less than a hour is every artist's dream. And no problem. I love it when I review something, and I get some feedback on it. ^^

Yeah. That's what I meant when I said "Making that improvement is your choice" Cause It's osrta hard. It's hard for me to imagine how the blaze is supposed to look like the the light it gives off.

Meh. The other flame was better. Because it was a image of a large file. This is rather a flame on a candle. Hmmm... I'm sorry. I didn't mean to push you like this. I can imagine you putting the flame back. Creating a new layer. HAve it have on "Dissolve" Create a yellow oval that has some brightness to it. Sortof. It's ok now.

Haha! This is gonnna sound strange. But it' gives more of the feeling of "Burning." To make it look better, the fire alters the look of everything around it. When you see a candle of the a flame. You can't see behind it. The hair shouldn't be visable. Second thing, you can see a sort of "halo" around a flame. The ring is bright. So shoudn't parts of and hand be brighter and harder to clearly see because of the fire? It's your choice if you want to change it. But, it looks slightly better. XP
