I've never assumed that all of the humans who'd entered the Underground were children. Not that it makes what Asgore did any better. I still deeply sympathize for him. He thought he was doing something for the greater good. As a leader, there are times when you have to make terrible decisions if you think those are the best options at the time. It's evident the poor guy hates himself for everything he's done.
