This design is based on the beta-Data that was recently found in the demo-Versions of Pokémon Gold/Silver.
Yay...Another doggo... Seriously, they look very amateur-ish. This may sound snobby, but they are just so... basic. D:

yeah, i can definitely agree that the designs of the legendary beasts/dogs look pretty basic in the beta, like they're not that special in comparison to other regular pokemon, and this is coming from somebody who likes the beta legendary dog designs.
i like the art although personally i kinda think that you may have wanted to add like the inside of its ears or something and i think its chest juts out a bit too much, but i like how you done the flames (although imo they could probably use some boarders so they kinda don't just abruptly end).

the flames are alway kinda tricky for me. I know how to do realistic looking flames but I somewhat struggle with the Sugimori-artstyle.
