this moment in book was extremely emotional... (before you hide this hear me out)
Celestia got basicly no room in show to evolve. She is blank slate and usually solve her issues by putting them on shoulders on somepony else. In rare times when she is forced to act she is usually defeated in completely non-princessy and ungodly fashion.
As far as I know there are two groups of Bronies out there.
---first part makes her divine and says that she has reasons to act the way she do.
---second part (myself included) thinks she is not so powerful and perfect as she claims to be. That she hides her flaws and uncertainty. That makes her more believable and realistic character - and several great fan-fic used this theme (Fallout:Equestria, Celestia Code and sequels or Thousand Year Change)
---this moment here tough, is unique. One decision caused her pain and suffering... now opposite decision turn itself against her just as much

I think that celestia is not the 'godly almighty' figure we imagine. I think that she had a plan and being defeated most of the time helps other ponies learn their destiny. She uses her flaws to help other characters achieve their destiny.

Let me think, Celestia knew that Twilight known to be Nyx's caretaker, which in few days, she became an adoptive mother, but when there was a threat, she didn't wrote a letter, because Twilight didn't wanted Nyx to be banished for 1000 years, In which Celestia couldn't activate the Elements of Harmony because Nyx wasn't transformed by her own, she is built, and if they use, One the built will be destroyed but Nyx would be also destroyed, and if she transformed by herself, there would be warnings, just like Celestia lost her sister

The irony is that Luna is obviously Nyx's biological parent.

It's all very difficult to explain... Nyx was created from the shreds that were left behind but we actually have no "good" idea where Nightmare Moon came from. Yes, we saw Luna transform in that flashback but where did those dark powers come from, they didn't look like something Luna had summoned. And if we believe the comics then it was a nightmare magic being that took her over.
So, we could actually say that Nyx doesn't even HAVE parents as the blood of Twilight was only used for nutrition and the shreds were just lingering magic of the nightmare form.

this would have been stronger in the original version. Now it seems a little unjust that Luna is giving Celestia so much flak and that Celestia has such a strong reaction.
Celestia's look in panel 10 looks very strong. You can feel her anguish.

I have a very deep feeling that she's misunderstood in this. Luna didn't see how she tried to convince Twilight to take Nyx with her, only Twilight and Celestia know that conversation.

the scene itself is the same. That's the thing, what they are talking about has changed but the scene itself has not so it doesn't fit as well. Luna does seem to overreact a bit.

If Celestia would've told Luna what transpired in the library then Luna would've probably more understandable.
But I see no point in discussing this as done things take no turn, what's done is done and the story has been finished for years now.
