Is third in the nation for having the largest source of magic to draw from (regarding quantity rather than quality). Practitioner of Savate.

And yes, his hair has two different shades. A common trait amongst the Twili of Ciel-Étoilé is that the hair has a slight gradient shift towards the ends. However, this trait only appears in people with a natural affinity towards magic, and if magic-suppressing restraints are placed upon the person in question, the gradient vanishes, so there is an obvious connection between the Twili's magic and the gradient shift. However, since the trait seems to only be local to Ciel-Étoilé, it is believed that it is a genetic trait that only physically manifests when the Twili has some sort of magical abilities.

And for the record, while it says Ciel is known for being pompous and narcissistic? He's really just acting like Luka . Who better to imitate than him?
