He does exist, this was confirmed. and the reason they did this is because of the name swap. see:
Since they had a name swap, that would've made Grunkle Stan their Grandpa, and we didn't want to get used to calling him 'Grandpa Stan' instead of 'Grunkle Stan' ...Grunkle Stan rolls off the tongue better anyhow.

True we only hear about Stan and Fords brother in passing but we've never seen him. So yeah Ford can be grandpa

The first time the twins get into a fight and Stanley gets kicked out, Mama Pines is seen holding her youngest son, which is most likely Dipper and Mabel's grandpa.
