Photoshop. Flash isn't very good at subtle textured brushes.

I've seen Draw With Jazza on YouTube use it most successfully. Though i myself had trouble trying to use it. Maybe because he uses Β CS5 or something and i have the CC version.

Flash uses vectors, so the kind of brush strokes you make is limited by the principles of vector art. I like the hand-on approach of raster art, which is what Photoshop does.

I have both Photoshop and Flash. Β Flash works better for what i do drawing wise which is simple black and white comic/manga art stuff. But yeah for Painting and Digital Art stuff Photoshop is better.
