In truth, the novels are not considered canon at all. Though if I had to say it, the Destiny novels should count as canon. However, I could never imagine Riker and Picard duking it out, or Riker going rogue in any way. Riker is a career officer and staunch protecter of the Federation, so he would not do anything to harm the Federation, unless there was a valid reason. That latter bit is just my opinion however.

I'm intrigued by the 'blurb'. I haven't followed Star Trek for many years and so I'm unfamiliar with all the promotions of all the familiar characters.
Interesting that Picard is still a Captain, but Riker is now an Admiral? (it used to be a standing joke amongst fans of the series that during TNG and the movies, Riker seemed to be stuck at Commander and Worf at Lt (although they did finally promote him to Lt Cdr))

In the newer novels, Riker was promoted so he could participate in a secret operation: to uncover the secrets behind the current Federation president. Picard never let himself promoted, Kirk told him never to leave starship command.

True, I don't really consider anything after the battle of Veridian III to be canon and replace it with my own Head-Canon.
